  CHAIRMAN MILLER  called the Senate Rules Committee meeting to order          
 at 11:27 a.m. and stated the first order of business would be a               
 professional services contract amendment for Sarah E. Gay.  He                
 explained the amendment extends the termination date of the                   
 contract, which is January 31, 1996, to July 31, 1996, however, the           
 dollar amount of the contract is unchanged.                                   
                                                                               
 SENATOR SALO asked what kind of work Ms. Gay does under the                   
 contract.  SENATOR PEARCE responded that she has done work on the             
 Magnuson Act, the Endangered Species Act amendments, tribal status            
 review.  She added that Ms. Gay performs her work on an on-call               
 basis and bills for her work by the hour.                                     
                                                                               
 SENATOR DUNCAN inquired as to the amount Ms. Gay has already billed           
 on the original $25,000 contract amount.  CHAIRMAN MILLER responded           
 that the amount already billed is approximately $11,000.                      
                                                                               
 SENATOR SALO commented that by virtue of approving the contract, it           
 gives access to the remaining approximately $14,000 for potential             
 contract work.  CHAIRMAN MILLER agreed it was correct that if she             
 is asked to perform additional work, that money will be available.            
                                                                               
 SENATOR PEARCE moved that the professional services contract                  
 amendment for Sarah E. Gay be approved.  SENATOR DUNCAN objected.             
 The roll was taken with the following result:  Senators Sharp,                
 Pearce and Miller voted "Yea" and Senators Salo and Duncan voted              
 "Nay."  CHAIRMAN MILLER stated the motion carried.                            
                                                                               
 CHAIRMAN MILLER brought   HJR 30  (AMEND US CONSTIT. TO LIMIT FED.            
 COURTS) before the committee as the next order of business.                   
 Hearing no discussion, he asked for the pleasure of the committee.            
                                                                               
 SENATOR SHARP moved and asked unanimous consent that HJR 30 be                
 approved for calendaring.  Hearing no objection, it was so ordered.           
 CHAIRMAN MILLER brought  CSHJR 38(FSH)  (MAGNUSON FISHERY                     
 CONSERVATION & MGMT ACT) before the committee and noted there was             
 a proposed Rules SCS for consideration.                                       
                                                                               
 AMY DAUGHERTY, staff to Representative Austerman, who is prime                
 sponsor of HJR 38, explained that because the legislation did not             
 make it all the way through the process last session, they realized           
 that some of its terminology could be potentially out of date.  An            
 industry group, the Citizens Advisory Committee, also looked at the           
 legislation and agreed that it would a good idea to update some of            
 the terminology in the resolution.  SCS CSHJR 38(RLS) updates that            
 terminology.                                                                  
                                                                               
 SENATOR PEARCE moved that SCS CSHJR 38(RLS) be adopted.  Hearing no           
 objection, the motion carried.                                                
                                                                               
 SENATOR PEARCE moved and asked unanimous consent that CSHJR 38(FSH)           
 be approved for calendaring.  Hearing no objection, it was so                 
 ordered.                                                                      
 There being no further business to come before the committee, the
